A postdoctoral registration, not a salaried post: the Pebble Hills research route

A postdoctoral period is research done after the doctorate. In a national university it is also a contract: a salary, a supervisor, a laboratory or an archive, and an end date. Pebble Hills University offers a different route. Its postdoctoral programme is a research registration, taken at a distance, for a holder of a doctorate who wants a further piece of work on the record without leaving a job.

The programme is described on the university site at https://pebblehills.edu.pl/courses/pebble-hills-university-postdoctoral-program/. It is wholly online. The stated length is one to three years, with an extension where the research needs it. The language is English. The fields named are wide: science and technology, the humanities, the social sciences, and applied work. Entry asks for a doctorate, or a degree the university treats as equivalent, and a research record. The file is a curriculum vitae, a covering letter, letters of recommendation and a proposal that says what will be studied, how, and what will be finished.

The fee published for the programme is US$2,200 a year, plus a 5 per cent service charge. Payment may be made in eight monthly instalments of US$275. A 10 per cent reduction is offered for payment in full. The stated methods are Stripe and PayPal. On completion the university issues a postdoctoral certificate. It also says that findings are placed on the university website with a permanent link. That is a record of the project. It is not, by itself, a paper in a peer-reviewed journal.

This is the point that should be kept in the same paragraph as the offer. A PHU postdoctoral certificate is evidence of a research registration with Pebble Hills University. It is not an employment contract, and it is not a salaried postdoctoral fellowship at a national university. It does not confer a habilitation, a right to supervise, or authority to award qualifications. PHU is an international provider of online and offshore learning. It does not claim to be a national university, and completion of this programme does not create that status. A holder may describe the certificate as a postdoctoral research award of PHU. The wording should not say that a ministry, a grants council or an employer has appointed them to a post.

For a scholar who already holds a doctorate and wants a further project, the useful test is practical. The proposal should be narrow enough to finish. The method should be one the candidate can carry out without a laboratory the university does not provide. Publications already in hand strengthen the application. They do not replace the proposal.
